All cities, towns, and areas not classified as X or Y fall under Z category. This includes all rural areas, small towns, and cities with population below 5 lakh.When Is HRA Not Paid?
HRA is not paid in the following situations:
- Government accommodation allotted: If you are allotted government quarters (Type I to Type VII), you do not receive HRA. Instead, a license fee (rent) is deducted from your salary for the government accommodation.
- Government hostel accommodation: Employees in government hostels are not eligible for HRA.

HRA Tax Exemption Rules
HRA has a specific income tax exemption under Section 10(13A). Here's how it works:

HRA Under the 8th Pay Commission
The 8th CPC, expected to be implemented in 2026-2027, will revise HRA.
