Current HRA Rates (2026)

Under the 7th CPC, cities are classified into three categories — X, Y, and Z — with different HRA rates for each:

The difference between X and Z city posting is enormous. A Level 10 officer in Delhi gets ₹15,147/month HRA while the same officer in a small town gets ₹5,049 — a difference of over ₹10,000/month or ₹1.2 lakh per year.

When HRA Gets Revised — DA Trigger Mechanism

HRA doesn't change every year. It revises automatically when DA crosses certain thresholds:

The following 8 cities are classified as X cities under the 7th CPC:

When Is HRA Not Paid?

HRA is not paid in the following situations:

  • Government accommodation allotted: If you are allotted government quarters (Type I to Type VII), you do not receive HRA. Instead, a license fee (rent) is deducted from your salary for the government accommodation.
  • Government hostel accommodation: Employees in government hostels are not eligible for HRA.
  • Rent-free accommodation: If your posting provides rent-free housing (common in defence, paramilitary, and some remote postings), HRA is not paid.
Can you refuse government accommodation and take HRA instead? Generally, no. If government accommodation is available and allotted to you, you must accept it and forego HRA. However, if you are on the waiting list and have not been allotted accommodation, you continue to receive HRA while waiting.

HRA Tax Exemption Rules

HRA has a specific income tax exemption under Section 10(13A). Here's how it works:

HRA tax exemption is the LEAST of:
  1. Actual HRA received
  2. Rent paid minus 10% of basic salary
  3. 50% of basic salary (for metro cities — Delhi, Mumbai, Kolkata, Chennai) OR 40% of basic salary (for non-metro cities)

Key point: If you don't pay rent (own house, family house), no HRA exemption is available — the entire HRA becomes taxable. Rent receipts are mandatory for claiming HRA exemption if annual rent exceeds ₹1 lakh. PAN of the landlord is required if annual rent exceeds ₹1 lakh.

HRA Under the 8th Pay Commission

The 8th CPC, expected to be implemented in 2026-2027, will revise HRA. HRA percentages may be reset to new base rates, city classification may be updated based on 2021 Census data, and absolute HRA amounts will increase significantly because the basic pay itself will be much higher under the 8th CPC pay matrix.
