SSC Stenographer is one of those exams that flies under the radar while offering genuinely good government positions. The Staff Selection Commission conducts this exam annually to recruit Stenographers for various central government ministries, departments, and attached offices. If you know shorthand (or are willing to learn it), this exam can land you in prestigious offices — the Ministry of External Affairs, Ministry of Home Affairs, Parliament Secretariat, Supreme Court, and similar establishments.

The two grades offered — Grade C and Grade D — differ in pay level and shorthand speed requirements. Both are respectable central government posts with all the benefits that come along.

Grade C vs Grade D: What's Different?

Grade C stenographers are typically posted with senior officers (Joint Secretary and above) and handle more confidential correspondence. Grade D stenographers work at section levels across various departments.

Eligibility

Age Limit:
  • Grade D: 18–27 years
  • Grade C: 18–30 years
  • Standard relaxation: OBC +3, SC/ST +5, PwD +10
Educational Qualification: 12th pass (Senior Secondary) from a recognized board. That's it — no graduation required. This makes SSC Stenographer one of the rare government exams at a decent pay level that 12th pass candidates can target. Shorthand Proficiency: Not required at the time of application. You need to clear the Skill Test after the written exam. So you can start learning shorthand while preparing for the written exam.

Exam Pattern

Computer Based Examination (CBE)

SectionQuestionsMarksDuration
General Intelligence & Reasoning50502 hours total
General Awareness5050
English Language & Comprehension100100
Total2002002 hours
Negative Marking: 0.25 marks per wrong answer.

Key observations:

  • English carries 50% of the total marks (100/200). This is unlike most SSC exams where English is a smaller portion. If your English is strong, you have a massive advantage.

  • There is no Mathematics/Quantitative Aptitude section. This makes SSC Stenographer appealing for candidates who struggle with math.

  • General Awareness covers static GK, current affairs, Indian polity, economy, history, geography, and science — standard SSC-level.

Skill Test in Stenography

Candidates who clear the CBE cutoff are called for the Skill Test:

ParameterGrade DGrade C
Dictation Speed80 wpm100 wpm
Dictation Duration10 minutes10 minutes
Transcription Time (English)50 minutes40 minutes
Transcription Time (Hindi)65 minutes55 minutes
The dictation is done at the specified speed for 10 minutes. You take it down in shorthand and then transcribe it on a computer within the allotted time. The transcription must have a minimum accuracy level — typically, up to 5% errors are allowed.

The Skill Test is qualifying in nature — it's pass/fail. But failing this test means disqualification, regardless of how well you scored in the written exam. So shorthand practice is absolutely critical.

Posting Departments

SSC Stenographers get posted across a wide range of central government offices:

  • Ministry of Home Affairs
  • Ministry of External Affairs
  • Ministry of Finance
  • Ministry of Defence
  • Cabinet Secretariat
  • President's Secretariat
  • Parliament Secretariat
  • Supreme Court of India
  • Various attached and subordinate offices
  • Central Armed Police Forces (CRPF, BSF, CISF — headquarters)
  • Intelligence Bureau
  • CBI
Postings are primarily in Delhi, though some positions are available in other cities where central government offices operate.

Preparation Strategy

English Language (100 marks — focus here first)

This is your scoring section. Topics include:

  • Reading comprehension (2-3 passages)

  • Cloze test

  • Error spotting/sentence correction

  • Synonyms/antonyms

  • Idioms and phrases

  • One-word substitution

  • Active/passive voice, direct/indirect speech

  • Sentence rearrangement

Read English newspapers daily — not for current affairs, but for language familiarity. Practice at least 10 previous year papers to understand the difficulty level.

General Intelligence & Reasoning (50 marks)

Standard SSC reasoning: analogies, classification, series (number/letter/figure), coding-decoding, direction sense, blood relations, mirror/water image, embedded figures, Venn diagrams, statement-conclusion.

Practice 2-3 sets daily. Speed matters more than difficulty here.

General Awareness (50 marks)

  • Indian History (freedom movement, ancient/medieval focus areas)
  • Indian Polity (Parliament, fundamental rights, directive principles)
  • Geography (Indian geography — rivers, mountains, crops, minerals)
  • Economy (5-year plans, budget basics, GDP, fiscal/monetary policy)
  • Current affairs (last 6 months)
  • Science (physics, chemistry, biology — Class 10 level)

Shorthand Skill Test Preparation

If you don't already know shorthand, start learning immediately — don't wait until after the written exam. It takes 4-6 months of daily practice to reach 80 wpm, and 6-9 months for 100 wpm.

  • Pitman Shorthand is the most commonly used system for English
  • Rakesh Shorthand is popular for Hindi
  • Practice daily dictation — start at 40-50 wpm and increase by 5 wpm every 2-3 weeks
  • Join a local shorthand class or follow online tutorials
  • Transcription accuracy matters as much as speed — practice clean transcription on a computer

Career Growth

Stenographer Grade D → Grade C (promotion after 3-5 years) → Personal Assistant (PA) → Private Secretary → Principal Private Secretary

The PA and Private Secretary promotions are significant salary jumps. A Private Secretary reaches Pay Level 11 (₹67,700 basic), which is equivalent to an Under Secretary. Principal Private Secretaries are at Level 12.

Stenographers posted in intelligence agencies and the Ministry of External Affairs sometimes get deputation opportunities abroad, which is a unique career perk.

Common Mistakes

  1. Ignoring shorthand practice until after the written exam — by then you have very little time. Start now.
  2. Underestimating English — with 100 marks, this section alone decides your rank position.
  3. Not practicing transcription on computer — taking dictation is one skill, but typing it accurately under time pressure is another. Practice both.
  4. Applying for only Grade C when your shorthand speed isn't yet at 100 wpm — apply for both grades to keep your options open.
