The SSC Stenographer examination is unique among SSC exams because it includes a practical skill test — shorthand dictation followed by transcription on a computer. This means your preparation has two entirely separate dimensions: the written test (CBT) and the stenography skill. Candidates who focus on one while neglecting the other set themselves up for failure.

I have seen many aspirants clear the CBT with excellent marks only to fail the skill test because they stopped practising shorthand. Let me explain both components so you can prepare holistically.

SSC Stenographer: Selection Process

StageComponentNature
Stage 1Computer Based Test (CBT)Merit-based
Stage 2Skill Test (Shorthand Dictation + Transcription)Qualifying
Stage 3Document VerificationQualifying
Your final merit and ranking is based entirely on the CBT score. The skill test is pass/fail — but failing it means all your CBT preparation was for nothing.

Grades: C vs D

SSC Stenographer has two grades with different eligibility and pay:

DetailGrade CGrade D
Pay LevelLevel 4 (Rs 25,500-81,100)Level 6 (Rs 35,400-1,12,400)
Educational Qualification12th pass12th pass
Age Limit18-30 years18-27 years
Shorthand Speed100 wpm (English) or 80 wpm (Hindi)80 wpm (English) or 60 wpm (Hindi)
PostingMinistries, attached/subordinate officesSame, but higher grade
Wait — Grade D has a higher pay level than Grade C? Yes, this is a common source of confusion. In SSC Stenographer terminology, Grade D is actually the senior grade (equivalent to a higher position), while Grade C is the junior grade. The naming convention is counterintuitive.

Critical Observation: English Carries 50% Weight

English Language & Comprehension accounts for 100 out of 200 marks — exactly half the total CBT score. This is the highest English weightage in any SSC exam. Candidates with strong English have a massive structural advantage.

Skill Test: The Make-or-Break Component

The skill test is conducted separately, usually 2-4 months after the CBT result. Only candidates who qualify the CBT cut-off are called for it.

How the Skill Test Works

  1. Dictation Phase: An examiner dictates a passage at the prescribed speed. You take it down in shorthand (on paper provided).
  1. Transcription Phase: After dictation, you transcribe your shorthand notes by typing on a computer. You must produce a clean, accurate transcript within the given time.
  1. Evaluation: Your transcript is compared against the original passage. Errors beyond the permissible limit result in failure.

Error Tolerance

SSC allows a certain percentage of errors in transcription:

Error TypeImpact
Spelling errorsCounted as mistakes
Missing wordsCounted as mistakes
Wrong wordsCounted as mistakes
Minor punctuation errorsGenerally tolerated
Maximum permissible error rateTypically 5-8% (SSC's discretion)

Skill Test Preparation

Start early. Shorthand is a skill that develops over months, not days. If you are not already proficient, begin practising at least 6 months before the expected skill test date. Build speed incrementally:
MonthTarget Speed (English)Practice Duration
Month 140-50 wpm1 hour daily
Month 260-70 wpm1.5 hours daily
Month 380-90 wpm2 hours daily
Month 490-100 wpm2 hours daily
Month 5100-110 wpm2 hours daily + mock tests
Month 6100+ wpm (consistent)Daily mock tests
Practise transcription on computer. The skill test requires typing, not handwriting. Your typing speed matters — aim for at least 35-40 wpm typing speed so that the transcription phase is comfortable. Use standard shorthand systems. Pitman shorthand is the most common system for English. Candidates using non-standard methods sometimes face accuracy issues at higher speeds. Listen to practice dictations. Several websites and YouTube channels offer free dictation practice at various speeds. Record yourself reading passages at the target speed and practise with those recordings.
YearGrade C (General)Grade D (General)
2022127.83137.42
2023131.47141.28
2024134.92144.83
2025138.17148.42
Grade D cut-off is higher than Grade C because it is the more desirable position (higher pay). Competition for Grade D is also stiffer because the age limit is more restrictive.

Section-Wise Target Scores

To clear the General category cut-off comfortably:

SectionGrade C TargetGrade D Target
Reasoning38-4240-44
General Awareness30-3532-38
English (100 marks)68-7572-80
Total136-152144-162
English is clearly the decider. A candidate scoring 80+ in English with average scores in other sections can qualify easily. A candidate scoring 60 in English needs exceptional Reasoning and GK to compensate.

Preparation Strategy

For the CBT

Prioritise English above everything. With 100 out of 200 marks, English is not just one section — it is half the exam. Read English newspapers daily, learn 10 new vocabulary words per day, and solve 50 English questions daily. Reasoning requires practice, not theory. Solve 30-40 Reasoning questions daily. Focus on speed since the questions are straightforward but time-consuming if you are slow. General Awareness — strategic preparation. Cover current affairs from the last 6 months, basic static GK, and science from Class 10 NCERT. Do not go overboard — 50 marks is important but not worth spending 60% of your preparation time on.

For the Skill Test

Do not wait until after the CBT to start shorthand practice. The gap between CBT result and skill test is typically 2-4 months — not enough time to learn shorthand from scratch. Begin alongside your CBT preparation. Daily practice is non-negotiable. Shorthand speed degrades quickly without regular practice. Even 30 minutes daily maintains your speed; skipping days can set you back significantly. Simulate real test conditions. Practise with 10-minute dictations at or above your target speed, followed by timed transcription on a computer. Get someone else to dictate — listening to your own voice is less effective.

Final Advice

SSC Stenographer is an excellent opportunity for 12th-pass candidates to secure a Group C or Group B government position. The salary, especially for Grade D, is competitive, and the posting locations (central government ministries in Delhi and other cities) are desirable.

But the dual requirement — CBT performance plus stenography skill — means you need a parallel preparation track. Allocate your time wisely between academics and skill development from Day 1.
