"My institution says they don't issue concession certificates"

This happens with some private institutions. Indian Railways recognizes the concession for students of recognized institutions. If your institution is UGC/AICTE recognized, they are supposed to issue the certificate. Escalate to the head of administration or the principal.

"The booking clerk says online booking only"
