That simplicity is both its strength and its weakness. It works well as a quick population-level screening tool. For individuals, it's a starting point, not a verdict.

The Honest Caveats
BMI doesn't distinguish between fat and muscle. A bodybuilder with 10% body fat can easily hit a BMI of 28 and get flagged as "overweight." Meanwhile, someone with a "healthy" BMI of 23 could have a high percentage of visceral fat.
Age matters too. As people get older, muscle mass naturally decreases and fat distribution shifts. BMI doesn't capture that shift.
For children and teenagers, standard adult BMI tables don't apply — pediatric BMI-for-age charts are used instead.

Should I worry if my BMI is borderline?
A BMI of 25.2 doesn't mean much on its own. Look at the full picture: waist circumference, activity level, blood pressure, cholesterol. BMI is one data point, not a diagnosis.
